The screening engine matches against any of these names when extracting funder acknowledgments from research papers and grant abstracts. Renamed and rebranded programs preserve their historical aliases.

How Vigilarx detects this program

For each faculty member screened, Vigilarx pulls their publications from OpenAlex and parses the funder acknowledgment text. When any of this program's aliases appears in an acknowledgment — or in a co-author's funder graph — the engine emits an FTRP indicator with the appropriate risk tier and surfaces the underlying paper as evidence.

We track foreign talent recruitment programs to support compliance with NSPM-33 §IV(b) (disclosure of foreign affiliations) and NDAA Section 1286 (DoD-funded researcher restrictions). The program list is curated from CSET's public talent-program tracker, the University of Minnesota Non-US Talent Plan list, and DOJ indictments referencing the program by name or alias.
